Kingsmill Supreme Court. They

scarcely be dispensed with, and

of Kingsmill's aptitudes for so high and responsible an office

and although I find that by the Charter of the Colony I have the power to appoint Judges, "Commissioners of Oyer and Terminer, there would be
difficulty in finding fit persons to perform these
very responsible duties, without at least impairing

consideration the appointment of Mr. Davies the Chief Magistrate. though in the discharge of his present duties I know of no ground of complaint, I grieve to be compelled to say that the proceedings in the
